The role of county mayor was pioneered by Dalton. Jack McKewen said in 1993 “Dalton has played a comparable role to the mayors in county government… city and county cooperating on the riverpark, and the plaza, and all the riverfront projects has been a delight for all of us” when discussing his contributions to the Riverfront Project.
